Project Manager BR-Hub Reform the Reformers-C
:
Organizational Context :
AusAID has provided funding of AUD 5.7m to Kemitraan through June 2015 to continue technical support and assistance, capacity building and operational support for key initiatives related to Bureaucratic Reform.
The program, called Reform of the Reformers–the Continuation (RtR-C), focuses on triggering and supporting:
•    internal bureaucratic reform within the Ministry of Administrative and Bureaucratic reform (KEMENPAN RB)
•    the expansion of the bureaucratic reform process at the national and local government level, especially under the coordination of KEMENPAN RB and UPRBN (Unit Pengelola Reformasi Birokrasi Nasional)
•    oversight and advocacy from civil society organizations (universities, media, NGOs) related to the bureaucratic initiatives.
A fourth component of the program is the establishment of a team that will work to compile policy evidence and lessons learned related to several key bureaucratic reform issues and provide recommendations of advocacy actions, with the aim that the RTR-C program, AusAID management and high level officials in the Government of Indonesia will use such information to further support and promote meaningful bureaucratic reform.  This component is referred to as the “BR Hub.”

The Sustainable Urban Transport Improvement Project (SUTIP) is a technical cooperation project in the field of urban transport development, executed by GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH), Ministry of National Development Planning (BAPPENAS) and the Cities of Bogor, Palembang, Surakarta as well as the DIY Yogyakarta. The objective of the project is “The Indonesian cities are increasingly able to implement an environmentally friendly and energy efficient transport system, and hence contributes to sustainable urban development”, is looking for one Administration Officer (Junior Administrative Professional).

I. PURPOSE OF CONSULTANCY
Plan Indonesia is implementing Youth Economic Empowerment (YEE) project, in collaboration with several implementing partners in East Nusa Tenggara covering Timur Tengah Utara (TTU) and Timur Tengah Selatan (TTS) District. This YEE project is funded by European Commission, starting from Feb, 1st 2013 until January 16th, 2016. The aim of this project is to empower youth (men and women) from 15 to 29 years to have access to decent work through Employment (TVET) or Self-Employment (entrepreneurship/MED). When necessary, the youth can also be provided with access to financial institutions.

Through this project, Plan Indonesia will enhance young women’s access to economic rights. The project that started on Feb 1st 2013  and will end on January 31, 2016 has the following objectives:  i) strengthen the policy and economic environment in Indonesia  in favour of young women’s economic empowerment and equality, and ii) develop and pilot an integrated approach to training, related services which support gender equality and youth access to decent employment. The project will be implemented in Jakarta for macro & messo specific objectives, and in TTU & TTS  District, NTT,  for micro level with target:

Yayasan Trapesia didirikan pada tahun 2009 dengan kantor di Yogyakarta yang berfungsi mengelola kegiatan yayasan. Pada saat ini Yayasan Trapesia mengelola proyek Pengurangan Resiko Bencana oleh Masyarakat (PRBOM) dan proyek Kesehatan Masyarakat.

Salah satu proyek yang tengah berjalan saat ini adalah proyek Sinergi Pengurangan Resiko Bencana (PRB). Proyek ini bertujuan untuk memperkenalkan PRB kepada beberapa lembaga dan bersama-sama mengujicobakan untuk mensinergikan PRB dengan proyek utama lembaga. Trapeisa memberikan peningkatan kapasitas, pendampingan pada pilot proyek untuk mensinergikan PRB, melakukan monitoring dan menarik pembelajaran yang didapat.

This project integrated outreach and communications strategy to stimulate stakeholder awareness of and support for improved services and practices necessary to achieve overall program goals and objectives. The strategy is using baseline survey of knowledge, attitudes and practices (KAP) to provide the baseline for developing campaigns, communication activities and allow for measurement of progress over time also to verify project deliverable.
